Ban on Heavy Vehicles on Roads during Hari Raya Aidilfitri 2009

07 September 2010 - Datuk Solah Mat Hasan, the Director-General of the Road Transport Department (RTD) said that heavy vehicles have been banned from using the roads throughout the country except Sabah and Sarawak in the coming Hari Raya Aidilfitri celebrations. 2 sessions will be involved for this ruling which will take place on September 8 and 9 which is the time when the people are going back to their hometowns and September 18 and 19 when they return to the cities from the celebrations.

This, he said is so that the roads are cleared and are more accessible for those heading home and back from their destinations for the season and that they have already conveyed the message to the operators of heavy vehicles to get their cooperation on the matter. He added that those included in the ban are lorries that are carrying timber as well as those which are carrying material used for construction like earth, sand, stones, cement, iron and steel. Other vehicles like cement mixers and cranes too are included.

He also said that the vehicles which are allowed are containers or cargo lorries which carry goods in the electronic and electrical items categories as well as those which are transporting between sea ports to airports but they can only do so from 6am to 12.00 midnight. He added that concrete mixer trucks, mobile cranes and tipper lorries carrying sand will however be allowed to use the roads in the Klang Valley from 6am to 6pm as well as in the city centres of Johor Bahru in Johor, Georgetown in Penang, Ipoh in Perak and Kuantan in Penang.

The following are the categories of restriction on the heavy vehicles during the Hari Raya Aidilfitri festival:

1.2   Cement mixers and other heavy vehicles i.e. crane, low loaders and heavy mobile machinery e.g. bulldozers and steamrollers.
Total ban (These vehicles are not allowed on all roads during the period – September 18-19 and 26-27, 2009) 
2 2.1.  Container and cargo lorries carrying  electronic and electrical goods.
2.2   Container and cargo lorries from the port to an airport of different origin (e.g. Port Klang, Selangor to Senai Airport, Johor).  
Allowed to operate from 6.00 am to 12 midnight during the period. 
3 3.1  Concrete Mixer Truck
3.2. Mobile cranes
3.3. Tipper lorries (transport stones and sand)  
Allowed to operate from 6.00 am to 6.00 pm, around Klang Valley, Johor Bahru town, Georgetown and Ipoh only.  This is subject to the permitted operation hours on the permitted roads. 
4 4.1  Vehicles carrying gas and chemicals to supply to the medical and chemical industry.
4.2  All containerised / cargo lorries to and from the airport.
4.3  Container and cargo lorries from the port to an airport of  same origin (e.g. Port Klang, Selangor to KLIA, Selangor).
4.4  Cargo lorries carrying daily supplies i.e. manufactured food and beverages, fruits, vegetables, raw products, newspapers and livestock) and sundry goods or empty lorries on return trip. 
4.5  Vehicles carrying garbage and sewerage 4.6  Small lorries d’controlled (with a laden weight of less than 5,000kgs / 5 tonnes).
4.7  Container and cargo lorries between terminals in ports of same origin.
4.8  Container and cargo lorries to and from the port and the warehouse and industrial areas near the port. 
4.9  Tanker lorries carrying fuel like petroleum, diesel, gas and LPG.
4.10  Lorries involved in Emergency and Rescue operations. 
No restriction(These vehicles are permitted to operate during the period)
